Investigation report submitted to court says six officers of Capital Development Authority are involved in corruption
ISLAMABAD (September 8, 2011) : Federal Investigation Agency (FIA) on Thursday submitted investigation report about Kurri land scam in court which stated that former Director Land and Rehabilitation Waseem Shamshad Ali, Assistant Director Revenue Mian Aftab Ahmed and Assistant /Admin Officer Land and Rehabilitation Directorate Asghar Ali and others Capital Development (CDA) officials were allegedly involved in the scam.
FIA also got warrants for search of the houses of five Kuri land scam accused from the court of Senior Civil Judge Mahmood Haroon in which the report was submitted.
The Judge allowed FIA to search the houses of Kuri land scam accused and directed investigation agency after search of houses submit the seized items report in court.
These include houses of Shamshad, Deputy Director Abdul Rasheed, Shamshad, Assistant Director Technical Malik Mumtaz, Sub-Engineer Khalid Khokhar, CDA Assistant Director Revenue Mian Aftab Ahmed, Naib Tehsildar Ghulam Ali, Gardawar Ghaniur Rehman and Patwari Shahid Mehmood against whom the FIR was registered.
The report stated that former director Land Rehabilitation and CDA altered the procedure of allotment of plots to the affecttees, approved by the Chairman CDA on September 1, 2010 consequent to which he issued hundreds of allotment letters without maintaining necessary record like, demolishing certificate, eligibility of awardees and cash compensation with the connivance of Rasheed, the then Acting Deputy Director, the then acting officer.
According to document Shamshad issued 1,500 allotment letters in 2010 upon the technical reports submitted by Malik Mumtaz and Khalid Khokhar without having physical verification at the spot due to which more than Rs 1.5 Billion in the shape of allotments of plots occurred to general public and the national ex-chequer.
Patwari Shahid Mehmood entered hundreds of fake and bogus BUP’s and fake affecttees in list with the connivance of Aftab, Naib Tehsildar Ghulam Ali, Gardawar Ghaniur Rehman and other CDA officials.
Meanwhile the accused Shamshad took the embossing seal and dispatched register from office to his residence and issued 1222 illegal allotment letters of residential plots with the connivance of the above mentioned accused persons and causing wrongful loss to CDA.
The CDA chairman also revealed that in his absence Shamshad had issued 500 allotment letters of residential plots in a single day followed by another 1,000 the very next day. A total of 3,961 allotment letters were issued of which more than 2,400 did not have the approval. The complaints about the fake entries in the award list were lodged with the office of chairman CDA, members Estate and the National Accountability Bureau (NAB) after which all the allotment letters were cancelled.
In that scam alleged persons show 4,500 affecttees instead of 1,000 and Rs 800 million were fixed to give them for compensation. Later the CDA approved the plan to set up ‘Kuri Model Village’ measuring 30×60 feet and 30×70 feet to accommodate the local residents who would be displaced because of the upcoming landfill and compost plant project to be set up in Kuri in the federal capital.
Later Shamshad was removed from the CDA. Last year after being accused of allotting hundreds of fake plots in a compensation package given to villagers of Kuri, where the CDA acquired their land for developing a model village. The cabinet division had sent its report on the scam to Prime Minister Yusuf Raza Gilani who ordered suspension of the director land.
