The MDA scheme-I, New Malir Housing project is located near DHA City phase 9, Karachi. DHA City is project of renowned housing and town planning project of Defense Housing Authority.

      But yes development and houses construction has started in sector 2
      Lets hope for the best if govt of sindh or mda authority take notice and start the development work and provide electricity gas and water thn it will be the bestest place in these rates as the rates nearby are 10 times higher thn mda

    It has been over 20 years since the Malir Development Authority (MDA) announced the Malir Housing Project Scheme No. 1 situated on the National Highway aimed primarily for the benefit of the low and middle income groups.

    From its inception till now, the project has faced considerable delays and it was not before the applicants were required to submit sizeable sums of money that the MDA finally allotted plots through computerized balloting.

    Having ample resources at hand obtained primarily from the receipts of the project, the development works carried out and as claimed by MDA through many of its advertisements is still much desired of. Basic facilities such as gas, water electricity, hospitals, schools, colleges, mosques, community centers, recreational parks and commercial markets etc. as assured time and again by MDA are virtually non-existent. Your kind attention is also directed towards other nascent projects in the nearby areas such BAHRIA TOWN, DHA CITY and ASF HOUSING SCHEME which have made remarkable tangible progress in just a short span of time.

    It is humbly submitted that these delays have caused the cost of construction and related expenses to go up exponentially during these years due to the effect of inflation and has severely impaired the common man’s dream of establishing a home. The low and middle income groups have persevered against considerable hardships till now and have invested their money and time resources. Measures aimed at expediting development works would provide immense relief for the bourgeois.

    We under Sind Freedom of Information Act 2006 have a right to obtain information of the progress / development being made in this project and therefore request from you esteemed office and your competent team to take notice of the slow and virtually absent progress of development works and take measures to redress the situation, alleviating the plot owners of the aforementioned misfortunes. This will also go a long way in achieving the schemes’ stated objective of meeting the shelter demands of approx. 1.0 million low & middle income group peoples‚ create economic base in the eastern periphery of Karachi as a growth pole to enhance housing & commercial development‚ and environment friendly development.

    They are not truthful in fulfilling their commitment of completing development work in 5 years. They are continuing to pass on wrong information and, I do not know how long they will take in telling the truth and in enforcing good governance within this authority’s affairs. God help them as well as the miserable allottees.

    Can anyone update me about the updates of development work so far carried out in MDA scheme-1 as i am unable to get physical possession of my 3 plots that were booked in 1996-97.

    Every time i contacted MDA they hae the version that development work is in process and you will have confirmation to get Physical Possession Order with demarcation of plots in Sector 23 very soon but it is now 3 year gone to this assurance and promises.

    I have read the remarks/complaints of two allottees of New Malir Housing Project MDA-1. I not only endorse their complaint, but would like to further add the following ;
    I had applied for a 400x plot, and have paid wirhout delay, all installments/additional charges demanded by Malir Development Authority(MDA). I was informed by the Authority that I had been allotted plot No 38 Sector 25. The MDA provided me a copy of the site map showing plot No 38 as corner, west open and 100 ft road plot, and demanded from me extra money on these accounts which also I deposited promptly. However, later some one informed me that the plot was neither corner nor west open. So I asked the MDA to verify if it was true or not, but nobody replied and everyone avoided the answer because they never wanted to tell the truth. Finally I asked them that if the plot was not corner and west open, MDA had no right to demand money on these accounts, and they should immediately refund my extra money paid. However on one excuse or the other, they have been dodging the refund till today. I donot understand where should one go against such kind of tricking, hoodwinking and negligence.
    Whereas the MDA was prompt in asking for money on different pretexts from the innocent allottees, it miserably failed in fulfilling its obligation of completing the development in 5 years as initially promised by them. Now under pressure and criticism from different quarters, they have resorted to another kind of trick. Although the development is still not completed, they have asked the allottees to take over the pssession of plots; which do not exist. Can some body tell me, what are they going to hand over if they have not completed developement work and why are they harassing the allottees by warnings for cancellation of plots legally allotted if possession was not immediately taken. Can any one ask them the reason for delaying the development for 16 long years and enjoying the benefits of markup on the huge sums accumulated from allottees.
    I therefore request the concerned authorities to kindly redress the situation immediately, post some god fearing and honest managers to alleviate the sufferings of thousands of their allottees. They should send factual and true state of progress, and authentic maps of concerned sectors to pertinent allottees on their mailing addresses, and simultaneously speed up the pending development work. I have paid huge sum to MDA which is with them for such a long time and it would have multiplied five/six times if I had kept that sum in a bank for this period. On the contrary keeping that sum with MDA has been a total loss, inconvenience and mental torture to its allottees. I duly reserve the right to approach a court of law, if the MDA fails to redress my grievances in reasonable time.

    With due respect it is submitted that, I sabirS/o abdul ghani owner of plot No. , measuring about 100 square yards, ) in (new Malir Housing Project, MDA Scheme No-1) MDA said plot allotted/ reserved for me bearing through balloting / computer draw dated:03/12/1997, those 16 years lapsed but no possession of developed plot is delivered to me nor is any alternative lot given to me, but MDA Scheme No-1 is still uncompleted after 16-years passed; MDA works not in progress and MDA delay in the period of completion and possession of plots.
    I am and allottees of said scheme we are bonafide citizens of Pakistan, although almost 16 years have passed, but no significant development works has so for been carried out. Initially, the MDA constructed a few roads and gave an impression that large-scale development works were underway, but this was another effort to hoodwink people, to collect huge amounts of money from allottees of said scheme and accumulate bank interest. there were some alarming reports in the media some time ago that about 1,000 plots files of the allottees were missing, it needs to be investigated that what is the present market value of the plots?
    I am and also allottees of said scheme have been already paid most their dues. However, they are reluctant to pay further charges in view of the MDA’S continuous lack of interest in development work.
    In the meantime, I received and allottees of said scheme are also received warning letters from the MDA repeatedly to face cancellation of our allotments if development charges and gird station and utility charges not paid, the MDA should immediately carry out major development works in Scheme-1, whereas MDA have already collected huge amount by the allottees.
    MDA had collected billion rupees and the interest earned on that was million rupees from 1997 to 2013.

    However, it has been clearly mentioned in Clause No.5 in terms and conditions, MDA will ask the allottees to pay the utility charges on actual basis for allotment of plots, which is reproduced as follows:-
    “The price of plot does not include lease, documentation charges registration, stamp duty legal and ancillary charges, electricity, sui gas and water connection charges, such expense, based on actual estimates shall be payable by the allottee immediately on demand.”

    That MDA did not collect the charges on actual basis according to the terms & conditions.

    That the cost of gird station, and utility charges against electricity, sui gas and water connection charges is very high now a days and there is great difference in the cost of gird station and utility charges, five (5) years before and 16-years after, who is responsible for the delay in completion and development of work, who is responsible?

    However, it is submitted that the MDA have also announced this scheme to be completed within five (5) years (60) month, MDA as clarified, it was mentioned in Clause No.6 of terms and conditions for allotment of plots, which is reproduced as follows:-
    “The period of completion and delivery of possession is expected to be (60) month from the date of confirmation of allotment provided that the installments are paid within time by the allottees.”

    Unfortunately, it is responsibility of MDA and not the shelter less allottees of said scheme, Malir Development Authority Sindh is responsible in all respect, according to the terms conditions and stipulation, MDA office is to duty bond in completion of development works within time and to deliver the physical possession of said plot to allottees of MDA Scheme-1.

    That the Malir Development Authority Sindh had almost 16-years have passed and failed to complete said scheme, because it was plan to complete the said scheme within 60 months.

POS/1221/2012/DG-I on the subjected above. Honourable Sir, you have very kindly directed the defending party for submission of compliance report within 45 days.       Sir, the circumstance has been narrated above for your kind perusal and you will kindly judge the height of inefficiency of MDA Management. The said scheme is still incomplete after 18-years lapsed; MDA works not in progress and MDA using the delaying tactics for completion of the scheme and handing over the possession of plots to the allottees
      Sir, please note the height of inefficiency on the part of the MDA Management.
      Many times I approached MDA officers in this connection with my requests/appeal but MDA no positive response has been given to me. They are using unfair tactics. I reserve the rights being law abiding citizen of Pakistan. Please tell us to whom we should call for awarding justice to us.
      By this mala-fide act, I have suffered a lot, and I am claiming the market value of the plot surrendered as well damages, MDA is under obligation to pay market value of plots well amount of damages details is below:-

      MARKET VALUE OF ALLOTTED PLOT RS.50, 00,000/-
      MENTAL WORRIES TORTURE AND INCONVENIENCE RS.80,00,000/-

      Finally keeping in view my hardships and difficulties, mentally worries torture and inconvenience kindly redressed my grievances by virtue of issuing orders to and take legal action against the Malir Development Authority concerned and may kindly be directed to MDA Authority concerned for directives MDA failing to either MDA Scheme-1 refund the cost of plot with existing market value for which to pay above mentioned amount to me MDA have to bear all the expenditures etc. on priority basis.

      In view of the above mentioned facts and honourabale Mohtasib- (ombudsman) of Sindh, decision, I again fervently request to your kind honour that suitable legal action be taken against the MDA defaulter department on account of contempt of honourable court ordinance 2003, in the light of honourabale Mohtasib- (ombudsman) of Sindh, decision
