  11. I have a plot there in rp corporation and its a corner plot. Plot no.322 my mind is to construct that plot. Can someone plz give me some updates. I had paid all developing charges and all the total amount before 5 years. I had visited there before six months ago. At that time there was no gas and no electricity , the roads are also not carpeted. Is it a good place to live and to construct a home there? Is there any construction work started?

    • Almost 10 house are fully constructed in few family also lived as well and many other are ready to start construction. Works was going on for Electricity line and sewarage line.

Possession is not a big issue as and when pay the development amount you can get possession on the same day, development charges Rs.350,000 I have but I deposit in another scheme at that time I don’t have. So anybody interested to purchased the plot and deposit the development charges and get possession and start construction. My plot in Street No.34. second corner.

    What is the current status of RP. I have paid 80% the installments and possession amount is still pending.
    I have plan construction of my commercial plot 25×40.
    can I get possession & start construction,
    Can any one guide me what to do? Should I pay this possession amount or still wait for some more time. As I have read most of the comments by different people and they are not satisfied.

    • You should start your construction after paying remaining dues at once. If that is commercial area then it is amazing. this will also stimulate other people to start construction. Currently about 10 residential plots are in stage of construction/completion. Construct your plot and start some business activity there.

      • I am also going to construct my house in Sep 16 street 22. I visited RP office recently many times and noted some other people are also completing house map formalities. If you make a departmental store, it will be a very good business. It will not only serve quality service to residents of RP but also will grab profit from existing population in sounding areas.

    Roshan Pakistan and Cabinet Division, both have land in E-16. Can some body explain how is this sector distributed amonth them. I mean such as E-16/1, E-16/2, E-16/3 … etc.

    What is the current status of RP. I have paid all the installments and possession amount is still pending.

    • Some of my colleagues have got possession of their plots after paying the full charges. i think at the moment the RP management seems positive to deliver. My colleagues have received possession letter issued by society of their plots. I think at the moment the society is all in all. CDA will be responsible when it will acquire the sector from society after development.

  20. I asked them a few day ago and they were saying that they may construct road after rainy season… I do not know when that season might be. Also when I asked them about separate road to colony they replied that they may acquire land from surrounding peoples soon. Also for possession they were saying I will get possession after eid. So I will wait a few months before asking for possession. My plot is on street 35. But I think it is high time some computer specialist allotee start a website for e16 plot allottees for their information andfor their united voice. I like most of allottees save money from my fixed salary every month and like most people’s can not afford loss. Secondly I think this place is at good location for future so many business oriented peoples may have eyes on this land. We have to become united and also support and pressure RP management for completion and quality of work like electricity, parks, gas, water, security and other amenities.this can only happen if genuine rp allotted get united on internet.     I have taken possession of my plot, now my plot has 2 feet boundary wall. many plots have boundary demarcation and name plates of owners.

    electic polls just fixed by Wapda. Main road ad main streets will have open electricity and other streets underground. Avenue being leveled to directly connect with Cabinet bulleward for which they have paid cost.

    RP plans carpeting in May 2015 for roads.

  30. AOA, bad news for RP customers. I came to know from my friends that RP has shifted the office from blue area to E-16 site. Can any body confirm this. As some people are saying that they have not reached E-16 yet.

  31. I had log of conversation with CDA by email and they had not raised any issue or doubt about the authenticity of RP. It is not a big deal that most of Companies like RP facing such sort of issues, in real state it is not new.

    However for my personal satisfaction by CDA and RP staff,it has been going good and will be done soon.

    CDA give noc for five years for development to any society.n after that thy give 1more year as grace time.after that thy cancel noc.
    Rp claims that Noc issue has been resolved n CDA will update on web site soon n let assume noc is still in that state why you think its important ?I think now thy don’t need noc bcz their plots are almost sold n if thy wish for noc then thy have to pay much cash n plots to CDA personals as you know its Pakistan.

    i myself have taken a plot in last month ,and many others i knw who are taking plots in this society.and dnt dont worry about NOC most of societies have no NOC like naval ancorage,jannah garden,ghori town and few of behria town plases also have no NOC then why you all are taking serious, cancellation of RP NOC.sambara are their developers.sambara and RP have same owner and they already deliver few flats projects in hyderabad even also deliver 80 Flat project in banni galla and they also planning 600 Flat project in soan garden.They have headoffice in blue area from last 7 8 years n th ey will not run inshallah.

    • My dear naval anchorage, ghouri town and behria, are authorized by cda ,Pl comments look’s as you are from society. i wants to by plot in this sector and i have worked out in this matter and confirmed from relevant departs. people are not preferring to buy plot from unauthorized society. In the same sector E-16 & E-17 Cabinet Division Employees Cooperative Housing Society (CDECHS) has veiled noc and had made a lot of developments there. RP has not compleeted their work in the time period. now they have to get clearance from cda again. if rp is in position then, why they are not getting the noc from cda.

  35. Aslam Bhai, those who fear from Allah do not deceive people, do not tell lies for personal gains, do not have so much twists in their businesses. Property business is very unfortunate, buyers are always vulnerable. Despite observing thrill in sale and purchase of RP plots, despite seeing one person constructing home in front of RP office, I still doubt the present legal status of the society. Layout plan has been changed by the society. NOC still in cancelled state and advisory regarding refrain from sale and purchase of the society plots is still in place. You will find no satisfactory document from regulatory body i.e CDA. If somebody find it, please share on the forum for the benefit of general public.

I visited site today n let me tell you the reality.roshan Pakistan society have 2600 plot of diff size in society.n more then 90 percent sold out already so they don’t need to advertise more n its not big society like others that’s why dealers n in investers are not in for as development is concern thy are doing it I saw on site today n land is already plain n good land n in shape already .sites office exist on site you can go n discuss wide them.and I am giving you breaking news that 2 houses already in construction phase n one of it in front of society office own by CDA assistant director ‘I personally met him its safe for investment don’t worry as in same sector cabinet division rates are double only diff is that there roads are carpited.also rp planing to take land for there separate gate before cabinet.thy revising prices in this month .current rate of 11 marla is 17lac n I took in 14old prices with down payment of 5.5 lac.I have links in society if anyone interested to buy in old price within month can contact me after 03215026410

      Hope that you will be fine and I suggest you to please, satisfied yourself from CDA Office about RPC’s plot dealing. Because I think the said society couldn’t fulfill the requirements of CDA. Second the peoples who has already been paid full payment of their plots, but they did not handed over the possession of plot till date since start the said housing society, and also the development work is also not yet start.

  42. Dear all. Can any body guide me how get my money back from roshan pakistan. I work in Saudi Arabia and I bought two plots for myself and my wife in 2007. These people told me that they will hand over plots in 2009 after development. But its 2013 and still no signs of hope. During these years I annualy visited Pakistan and contacted society but no advantage. I tried to contact Ansar Haleem Sb but he is also in UK for study. Its very irritating and painful for me that I have paid all amount and dev charges in full but no peice of land.
    Before Eid I visited society office in blue area and on-site and asked them to identify and handover me plot in un-developed state so that I may start construction but they asked me to wait another 1 year. They say that as per cda rules plots cannot be delivered before completion of development. I think cda and society owners are same people. I am spending considerable amount as rent yearly. I asked socity people to give me plots or return my money, in return they insulted me when I compelled them for this they referred me to a property dealer to sale papers who agreed to pay only 50 percent of actual cost I have incurred. I visited CDA office for complaint and they said that they have cancelled NOC of society and thats all they can do. Effectees can go to court if they want.
    I just request humbly that, can any body help me getting my money back or any agent who can sale my plots in original cost. I will be thank full.

    I have made a call to their office and inquire about this issue but they are satisfied that they will get new NOC also they will done development soon.
    NOC issue is not new for them,Last time the have get 1 year extention and this time they will be repeat history.
    All peoples who incest in R.p do not need to be worried about NOC,every thing will be fine.

I will reply and contact all those people personally (Inshah’Allah) who are willing to initiate legal proceedings against RP and will sent the scanned images of deeds, payment receipts to my email I assure you best of my cooperation and courtesy and also expect the same from you. Moreover there will be no fee for this case except legal fee or any other charges which I think will not exceed Rs. 300 per person and same will be spent through your own hands.

  48. Dear All, Asalam-O-Elekum,
    Just as I mentioned in my January 11, 2013 post RP NOC has been cancelled by CDA. Many people who have invested in the said scheme contacted my and majority of them are very worried as their hard earned money is at stake. Last week I came back to Pakistan and more than 70 effectees have met me.About two days back I met a CDA official who is regulating all housing societies matters. He was unable to give any plans of CDA in future about RP rather his attitude was casual and was clearly reflecting that CDA officials are expecting heavy bribes from RP and they are least concerned with the loss of peoples investment. Meanwhile my source in CDA confirmed me that CDA officials including chairman have demanded Rs. 10,000,000 (01 crore) as bribe from RP to reinstate NOC which RP has accepted to pay in 3 installments. Moreover RP owner is also trying to politically influence the CDA through Rehman Malik and Raza Rabbani.
    As I have more than 03 months stay in Pakistan so I decided to have their case litigated in Islamabad High Court. The work has been started in this regard and all effected people have ask to forward documentary evidence on the matter. We will not let the RP management fly away that easily. All those people who are facing problem from RP they are requested to contribute in this case. This option is on free will of every effectee. A email or rpallotees at gmail dot com has been created. The case will be filed after 10 Mar 2013 (after expiry of new dead line). All people are requested the mail scanned images of their all documents on the above mentioned email. I is assured that their information will be treated with due confidentiality.

  49. Salam to all. I am resident of lahore and want to purchase a plot in islamabad (preferably on installments) because of a salaried person. Before some days i saw ad of roshan pakistan housing scheme on a local newspaper. After that i made a call to society’s headoffice for more info. They made me partially satisfied by giving me lot of delightful characteristics and valid NOC of this society. Then i decided to go for a research through society’s web page and other links on internet. All people have shared a lot of helpful material and comments over here. The very last thing i found is that the NOC of this society has been cancelled by cda after a period of 7 years. Thanks God i did’nt make a decision to purchase a plot in this society as yet. But the thing is that if this housing society is not working as per the deadlines of cda and requisite documentation have not been provided, then why capital development authority have not taken any concrete action against the management of rp housing society till now?? This is a question which must be considered by people having plots in this society and also for the capital government. Why this society has been succeeding to get a tenure as a housing scheme since 2006?? Any person who gives a prominent part of his earnings for installments to these fake people only knows that how difficult it is for poor people in this time of peak inflation. What comes out from all these stories and RP-CDA activities is that they are making public fool from last 7 years. I think this point should be raised in court and higher officials of government so that people may get justice who have spent a big amount of their life earnings in this society and other people may invest their money in secure and reliable housing societies.

    from last 2 years i am watching the Progress of R.P carefully. and i think It is satisfactory. The price of My plot is increase abt 50%. the facality of electricity has been provided. My uncle has one Kernal plot there in R.P.
    He buy it in 2004. they R ready to give him possission if he gives all its dues.
    also possession of i karnal has been given to manay people. so i think R.P is progressly slowly but also steadly. and i think slow and stedly wins the Race. i am government officer and its is very easy for us to give installment. Middile man can not buy a plot at once.
    so i think R.P society is satisfactory. one can not get plot on this rate in any sector of islamabad or rawalpindi i think. (your/all comments and views will be appreciatable)

  56. Dear All, Asalam-O-Elekum
    A lot of people who are existing allotees of RP (who have paid amount in full or paying their installments) and prospective buyers are contacting me. I took this case in Dec 2011 as approached by about 23 allotees, who have paid their amount in full in 2007. I intended to litigate this case for free as I was also a victim of another housing society. Meanwhile, I started barrister-ship in UK and wasn’t able to fully devote my self to all my cases. So I requested my all clients to have another solicitor and incase of RP allotees the case was handed over to an advocate of Islamabad High Court (IHC). During all this RP management tried to detach some allotees assuring them that will give the plots within one year. Consiquently 17 allotees left us and unfortunately one allotee died in Feb 2012 leaving only 05 allotees with us. Who are continuously attached with me even I left the case. The people who were detached by RP haven’t been to get the plot to date except 02 persons.
    A brief history of RP is that same was launched in late 90’s by the name of owners name i.e. Razia Parveen Housing Society as at that time property business was emerging as highly profit business. During the same period CDA was organized and jurisdiction of CDA was extended by adding new sectors in plan. The management of RP being unsuccessful sold RP to new management and changed the name to Roshan Pakistan Housing Corp. New owner name are Mr. Imtiaz A. Rahoojo and he is Sindhi. He wasn’t able to bring up the society even he initiated it in 2007 with the help of an influential person of PPP and promised to deliver in 2009. The stated PPP person became MNA in 2008 and still a sitting MNA and played key role in extending RP deadline twice by CDA. The RP was initially started in North-West area and later on in 2008 they extended the work to new South-East area and same can be verified from Google earth timeline feature.
    Keeping in view the previous history and present pace of work it is highly unlikely that RP will deliver the project as promised. On the same webpage you’ll notice that RP ad was posted in Oct 2011 with promise to deliver in 18 month. Now almost one year has passed and there is no significant development work has been done by RP how can they complete in next 06 months.

  57. Please don’t consider my comments dated 11 Jun 2012 and 29 Jul 2012 as appraisal for RP. It was just my observation and info sharing. I am extremely sorry for this confusion.

  58. Dear All, I am extremely sorry for not responding your posts as I was abroad since two months. I visited RP Housing Corp site with four allotees on 02 Oct 2012 and saw the status of development work. Although development work has paced up but quality of work remains inferior and seems like temporary measures to satisfy allotees. No specific development work has been done so far, except khaka road and sewerage line.
    RP is encountering five court stays on its land and construction in some areas is in process. I heard management of RP i.e. Maj (Retd) Naseer is going to contest next elections in his local area in Pind Dadan Khan and to get favour from locals he has employed approx fifty youth in RP.
    I also met all the people who have constructed or constructing their homes in the area. The allotees accompanying me also met these people. RP is telling all allotees that these residents are their own people. Whereas all these residents refuted the RP claims. Rather one resident called RP rep instantly and abused him on the spot.
    In short, RP is not likely to deliver the project to allotees as promised. There is slight chance that they may deliver it but it may take more than 6 or 7 years at present work pace.
    I earnestly suggest prospective buyers to not purchase any land in the RP and wait for 3 years approx. For existing allotees I suggest to keep pressure on RP to comply their deadlines and may jointly initiate legal proceedings through any reputable lawyer or may demand return of their hard earned money with penalties.

  64. I have visited the site on 10th June 2012 and observed that RP has significantly paced up development work on whatsoever land they hold.

    All those people who are thinking to buy any plot there must be more careful in dealing with RP. They have Civil cases litigated now and CRIMINAL CASES lined-up too. Because RP’s owners were involved in criminal activities too. Any land they acquired so far, they used many questionable tactics and ” GUBBER SINGH” like thugs ti intimidate the owners of the land and scare off those who paid the full amount and haven’t been allotted Plots yet.

They are now intimidating the owners of plots to sale out with no money to new tout KHAN BAHADUR (local property dealer) otherwise your plot will be void when RP society will take over the whole land with no streets and roads for you. But they must keep in mind that the owners have purchased the land/plot in 2002, 2003 ownwards. Thanks there are courts available to protect us and we want to make very clear that we will not sale our plots and fight till last breath for our piece of land, purchased under very hard and tough circumstances. All such plot owners are requested to be united against RP and its touts.

    • There is a saying ” Measure 10 times before you cut Once”. Same way, Check and verify as many times as you can before putting down your hard earned money. In pakistan, when they know you have money then they will find the way to take your money with your own consent.

    People who are residing abroad have no idea and clue what they are getting into. Oneday they will be holding a piece of Paper in their hands and No plot. If you guys can spend 15 Lakhs or more to buy the land then you can afford to go there in person too and start asking the people from outside of RP area. Talk to those people and find out about the owners and their ins and outs.

    Thanks God, I am not one of those people who think they have Plot there but in reality they have just Piece of paper, reciepts and imaginary dreams. Very soon they’ll have rude awakeing. I know someone who works inside RP and have full knowledge of this SCAM.
    As per his information, RP’s days are numbered and its becoming a Titanic ship. They will try their best to put a Happy face and don’t worry attitude until they Rob the last potential customer.

    I don’t your status, as you are a rep of RP or belong to general public. All I have to say that there is no need for me to get my status clarified. Same will be known by the end of Mar 2012 or start of April 2012.
    You might be knowing that CDA deadline for allotment is going to expire on 10 Mar 2012 which society is trying to extend by any means possible as stated earlier.
    As far as your query about 23 allottees is concerned, yes they all have documents and deposit receipts with them.
    In last its worth mentioning that I am not affectee of this society rather I was looted by another housing society about 15 years back. I also know that almost 64% of purchasers in RP are investors while others are average people who are risking their life saving in this scheme.
    My commitment stands to be true and all those who don’t believe me will ratify my words after a year or two.

    Roshan Pakistan management has bribed a key CDA official to extend development date upto two years rather from 10 March 2012. CDA just for fooling people will charge some fine on RP for this purpose than allottess will suffer for another two years.
    I am a advocate and I get these news from authentic source. Moreover I am also working to launch a massive campaign on media along-with proofs against RP.
    Did any body remember that one of the elected MNA Anjum Aqeel Khan is in jail due to mega fraud. The area which RP is developing falls under the constituency of said MNA who has also sold some land to RP.

      Thanks for query.
      I have never said that RP is not approved by CDA. Its approved by CDA merely on the basis of paper land whereas they only have 1050 kanals approx.
      Society has litigated many cases in order to throw out original owners when owners started building their plots but lost all of them. Main evidences are built house in proximity of society road. Another big evidence is saifia darbar and its attached colony. You can personally meet the people there and can get the copy of court verdict.
      Society gave ads in Oct 2007 with the promise to complete the project in 2009 but those allotees are still waiting. How can you assume they will deliver the same in time.

        • It is quite clear from their schedule of payment that some extra amount /charges will have to be paid later on. It includes Roads charges, sewerage charges, water supply etc that will come to be about 200 to 300 % of the existing cost. which is clear and dont needs any clarification.

  93. This society is fake. Those who don’t believe me, I suggest that may meet any existing allotees who have already paid amount in full but still they haven’t get any plot. Moreover this society is un-likely to allot its plots within stipulated time as they haven’t alloted the same to old applicants.
    This society also has many cases litigated against saifia darbar people and other local residents. You can also meet the people there and get their views. Visitors can see some constructed and under-construction houses in the area about which RP says to some visitors that living people are their own men and to some visitors they say that they will vacate the area shorty. But I personally met some of them and saw court decisions against RP. You can also verify the same personally by meeting these people.
    At last if any one wants to risk his/her investment then RP is the right place.

  97. This society is fake. I visited it many times and investigated it thoroughly and also met the local residents. They gave advertisements way back in 2007 as well. You can check Oct 2007 Jang from the archives to verify the same. Following are the main reasons counting towards its doubts;
    1. As per CDA laws a housing society is required to acquire at least 1600 kanals for its registration. RP has the same only in papers whereas they only have approx 1050 kanals in possession.
    2. RP does not have any main approach road of itself rather they got the facility of same from neighboring housing society.
    3. The shows the visitors partially developed area as the completed portion whereas the same is not completed yet. They claim that this area is fully allotted but its not true. They haven’t provided full basic facilities in this area yet since 2007. How can you assume they will provide the same in an area which is yet to be developed.
    4. Roads are made up of khaka and clay (non-metaled) even in so called developed area.
    5. No facility of water even no water tank is made even in so called developed area.
    6. No arrangements of electricity. Even in so called developed area standing poles are just ornamental, they are not connected with electric source. No main electric source, poles or transformers ???
    7. No provision of gas facility not even in developed area.
    8. Their claim to give possession in 1.5 years seems to be false keeping in view the previous pace and quantity of equipment and manpower presently held.
    9. Their owners are Sindhi’s very close friends of some PPP people. If PPP Govt. goes they will also go.
    All buyers are advised to take caution in their own interest.
